Perugia Weather and Historic Climate
Perugia is the capital of Umbria and famous for the Perugia Jazz festival held in July called "Umbria Jazz." Perugia, with its Etruscan roots, is also home to the "first hotel in the world dedicated to chocolate," the Etruscan Chocohotel.
Perugia is a hill town, although once on top, the terrain is flat and walking is easy. The train station is below the city, but there is a bus connection to the center of Perugia.
Perugia winters are fairly mild, but the rain intensifies in October and November, as you can see from the climate charts below. July and August tend to be quite warm in Perugia.

April thorugh June are good times to visit Perugia for mild weather, although you'll have to expect some rain.
Avoid the end of October through the start of December if you are rain adverse. The rest of the winter is surprisingly dry.
